One Piece takes place in a world much like Earth but with a much greater ocean-to-land ratio. There is a single continent called the Red Line that encompasses the planet like a ring with oceans on both sides. Several civilizations with rich tapestries inhabit the world.

Apart from the continent, there are several islands all over the world where entire civilizations flourish. The World Government, which was founded over 800 Years ago, is the primary antagonist of the story, and the only thing standing in their way are the Pirates.

Speaking of said pirates, none were as legendary as the Rocks Pirates. Under the leadership of Rocks D. Xebec, the Rocks Pirates came to be known as one of the strongest pirate groups in existence.

A threat was so massive that Moneky D. Grap, one of the strongest Vice Admirals, had to ask Gol D. Roger and his Roger Pirates to take them down. After their defeat, the Rocks Pirates went their separate ways. Some would form crews of their own and become parts of the Four Emperors.

1. Rocks D. Xebec

The Captain of the Rocks Pirates, Rocks D. Xebec, was known for his equally ambitious yet ruthless nature. He had a dream of taking over the world and was willing to go against anyone who stood in his way. He met his crew on Pirate Island Hachinosu, later known as the Pirate Paradise.

Before meeting Xebec, they were just individuals looking for a path to glory. Xebec was able to bring them together and create the Rocks Pirates. His powers are believed to be on par with those of Pirate King Gol D. Roger, and he is believed to be Roger’s only true Rival.

He remained the captain of the Rocks Pirates even though there was zero comradery between them. For them to unite under him, they must have believed that he was much stronger than they were. He was fascinated by new knowledge and pursued them with a passion.

He discovered several secrets the World Government tried to cover up. Ultimately, this is what led to the World Government coming after him with full force. Not much is known about him after the Rocks Pirates were dismantled. Even his cause of death remains a mystery.

2. Edward Newgate

Known as the strongest man in the world, Edward Newgate is not someone who left a lasting mark on the One Piece World. If being part of the infamous Rocks Pirates was not impressive enough, after their dissolution, he formed a crew of his own, the Whitebeard Pirates.

He had the second-highest bounty ever placed by the World Government of over 5 billion berries, second only to that of the Pirate King. Even in a weakened state, he was seen to be able to hold his own against several strong enemies at the same time.

Newgate’s Devil Fruit, the Guru Gura No Mi, is said to be the strongest Paramecia Devil Fruit in existence. The Guru Gura No Mi gave Newgate the ability to create vibrations or tremors with a flick of his wrist. His ability is similar to that of Daisy Johnson, AKA Quake from Marvel’s Agents of S.H.I.E.L.D.

He honed his skills to the max, and his tremors were seen to be able to create cracks even in the atmosphere. Furthermore, he had Naginata, which was one of the 12 Supreme Grade Weapons which are known for its indestructibility.

3. Charlotte Linlin

Hailing from the Infomaous Charollete Family, Linlin was one of three female members of the Rocks Pirates. After the Rocks Pirates were dissolved, Linlin went on to form the Big Mom Pirates. The Interesting thing about the Big Mom Pirates is that every single member is a member of the Charlotte Family.

More specifically, all of them are Linlin’s children. She started kidnapping men from all around the world to have children with. After they served their “purpose,” she would throw them away like a used diaper.

In her prime, she gave birth over 40 times, siring over 80 Children. Aside from her impressive track record of birthing kids, she is best known for her abilities as a pirate. The soul manipulation ability she got as a result of the Soru Soru No Mi played a vital part in that.

Totto Island, where she reigned as queen, is populated by several different races of people. However, the most prominent of them are the homies—a race created by Linlin by infusing soul fragments into inanimate objects as well as animals.

4. Streusen

Streusen is the oldest surviving member of the Rocks Pirates and co-founder of the Big Mom Pirates. Streusen met Linlin during his time with the Rocks Pirates and has been at her side ever since.

There is no indication that he served as the Chef for the Rocks Pirates, but after forming the Big Mom Pirates, he took charge as their official chef. He is a gifted culinary expert with over half a century’s worth of cooking experience under his belt.

As far as overqualification goes, it does not get any better than this. He obtained the powers of the Kuku Kuku no Mi over 60 years ago and has mastered his craft to perfection. The Kuku Kuku no Mi can turn any object into food.

He gets to take the game of Cake or Not Cake to the next level. The food that is made using the Kuku Kuku no Mi doesn’t even have to be cooked before consumption. Even though the food can be quite nutritious, the taste was observed to be unpleasant at best.

5. Kaidou

Known as the strongest creature in the world, this former Emperor was one of the strongest members of the Rock Pirates. Whitebeard invited him to join the Rocks Pirates, who offered to take him in as an apprentice. It was there he met Linlin and formed a deep connection.

After the Rocks Pirates went belly up, Kaidou vowed to get back at the World Government. Kaidou went on to form the Beast Pirates and served as their Governor-General. His crew monopolized the Artificial Zoan Devil Fruit, SMILE, giving Kaido the ultimate beast army.

Kaidou, who was already a force to be reckoned with before getting his Devil Fruit powers, grew to unimaginable levels afterward. The Uo Uo no Mi – Model: Seiryu lets him transform fully or partially into the Mythical Azure Dragon. The transformation grants a significant boost to all his physical attributes.

He is his strongest while fully transformed. Since it is a mythical type of Devil Fruit, the Uo Uo no Mi gives him a wide assortment of supernatural abilities, including but not limited to flight, summoning lighting and hail, controlling fire, etc.

6. Shiki

Shiki was yet another member of the Rocks Pirates who wanted to take over the world. You might recognize him from the Strong World Film. He once had the largest pirate fleet under him and was considered to be one of Gol D. Rogers’s rivals.

After the Rock Pirates were disbanded, he created the Golden Lion Pirates. After Rogers was captured, he went to Marineford to confront him, which led to his imprisonment in the Impel Down. There, Shiki proved that not even an underwater prison could keep him down.

He is the only person in history to escape from Impel Down and probably the only person in history to cut off his legs to do so. He replaced his lost limbs with his double-edged swords, Oto and Kogarashi. Amplified by the Fuwa Fuwa No Mi, his new prosthetic limbs became deadly weapons.

The Fuwa Fuwa No Mi gives the ability to fly as well as make any inanimate object he previously came into contact with float as well. He can even mold them into any shape he wants and use them as long-range projectiles.

7. Buckingham Stussy

Stussy might be the only pirate in the Rocks Pirates not to follow the pirate path after the Rocks Pirates disbanded. She is one of the shortest members of the Rocks Pirates and one of the very few who are still alive and kicking.

After leaving the Rocks Pirate, Stussy became a scientist at the Illegal MADS Science Institute. However, it was revealed that she doesn’t exactly do anything worthwhile at the institute. She is more focused on reaping the benefits than actually working for it. The only worthwhile thing that she can be credited for is her clone.

In terms of battle prowess, she was a member of the Rocks Pirates, who are infamous for being the most brutal towards their members. Stussy was able to survive even without the aid of any Devil Fruits. This speaks tons to her talent.

Though the original Stussy’s accomplishments are mediocre at best, that of clone Stussy’s is a whole different matter. Since clone Stussy is a perfect copy of the original, we can conclude that the original must have the same potential, if not greater.

8. Gloriosa

Gloriosa, before joining the Rocks PIrates, was an inhabitant of the Amazon Lily and the Empress of the Kuja Tribe. The Kuja tribe is the One Piece equivalent of the Amazons in Greek Mythology. They are fearsome female warriors who live closed off from the outside world.

Gloriosa, after contracting the Love Sickness, escaped from Amazon Lily. There, she came to know that the world was so much bigger than their island. It was during this period in her life she came in contact with the Rocks Pirates and eventually became a member.

As a member of the Kuja Tribe of warriors, she was well-versed in fighting and had a decent aptitude for Haki. She is one of the very few surviving members of the Rocks Pirates and one who didn’t continue a life of Piracy after.

After being pardoned by the current Empress of the Kuja, Gloriosa was able to return to Amazon Lily. However, things are not the same as before. She mostly keeps to herself on the outskirts of the Island.

9. John

Known for his extreme obsession with wealth, John was a very ruthless pirate even before he joined the Rocks Pirates. During his lifetime, he collected a lot of treasures and took them away, refusing to share them with anyone. After he left the Rocks Pirates, he formed his crew.

He was an avid drinker and was rarely seen without one. However, it was his Greed that got the better of him before the drinking could. He refused to share the spoils with his crewmates, which forced their hand into more drastic measures.

After he was killed by his crew, his body was stolen by Dr. Hogback. He modified his body into a Zombie, and Gecko Moria used his Kage Kage No Mi (Shadow Shadow Fruit) to imbue the shadow of a drunkard on his body, completing his transformation into a General Zombie.

The zombies made using the Kage Kage no Mi are only as strong as the owner of the body. Therefore, the zombie that was made from the corpse of the infamous Captain John was extremely powerful.

10. Ochoku

There are very few facts known about this particular member of the Rocks Pirates, so much so that there isn’t even a photo of him available. Pirate Island Hachinosu was where the Rocks Pirates were originally formed, and after leaving them, Ochoku became the ruler of the island. However, his crown was taken from him by Marshal D. Teach during the Rocky Port Incident.

Not much is known about the incident as it supposedly happened during the two-year time skip. His strength was comparable to that of Shiki and John, according to Sengoku. He was able to put up a decent fight against Blackbeard, but in the end, he was unable to keep up. Marine Captain Koby was somehow involved in the Rocky Port Incident and, according to Blackbeard, played a vital role.
