8. Tashigi

User Of Both Armament and Observation Haki

A Marine Captain, Tashigi is quite a skilled swordswoman, and an individual who aims to collect all the katanas in the world that belong to the bad guys. Tashigi has an admirable dream, however, to make this dream a reality, and to follow her sense of justice, which is a theme that Oda has explored quite a lot in the story, she needs powerful Haki.

This is especially true, given that she does not have a Devil Fruit at all. All she has is her Haki. In the Punk Hazard arc, Tashigi’s Haki was shown to be quite weak, and as such, she needs to strengthen up, especially in terms of Armament and Observation.

7. Usopp

User of Observation Haki

Usopp awakened Haki during the Dress Rosa arc, and he was able to utilize Observation Haki with quite a lot of finesse. However, ever since then, he has not made use of his Haki at all.

It appears that, despite awakening Observation Haki, he has not been able to make the best of it. He certainly needs to improve his Observation Haki, and more importantly, he needs to awaken the power of Armament Haki as well.

6. Smoker

A User Of Armament and Observation Haki

The White Chase, Smoker is a Marine Vice Admiral, and that in itself means that he is a user of both Armament and Observation Haki. In the Punk Hazard arc, fans got to see a lot of Smoker utilizing Haki, however, his skill with it wasn’t all that great.

In fact, he was overpowered by the likes of Law and even Vergo, which just went to show that he does not have what it takes to survive in the New World. Smoker should most certainly have a very important role in the Final Saga of One Piece, and as a result, he certainly needs to upgrade his Haki to the next level.

5. Eustass Kid

A Basic User Of All Three Haki Types

A 3 Billion berries pirate, Eustass Kid is quite a powerful individual, and his showing in Wano is proof of that. Kid is an amazing user of his Jiki Jiki no Mi powers, however, when it comes to Haki, he is nothing special.

Even though he has access to all three types, his usage of this ability is barely ever highlighted. It can be assumed that Kid is just a basic user of all types of Haki, and that he hasn’t advanced it in any way or form. As such, he needs to put a lot of work into his Haki if he is to be on the same level as the likes of the Yonko.

4. Trafalgar Law

A Strong User Of Two Haki Types

Trafalgar Law, also known as the Surgeon of Death, is a very powerful individual who has a bounty of 3 billion berries on his head, which goes to show that he is already an elite pirate of the New World. Law is almost unstoppable in combat, and much of that is down to his Devil Fruit powers. Law certainly has advanced his Haki in many ways.

For instance, his Armament Haki has developed quite a lot after Wano, and he can even nullify the Devil Fruit abilities using it, as seen in the Egghead Island arc. However, he still needs to work a lot on his Haki. He needs to advance his Armament, and his Observation Haki. If he possesses Conqueror’s Haki inside him, then he needs to awaken it.

3. Sanji

A Strong Master Of Two Haki Types

Sanji, the cook of the Straw Hat Pirates, is also an elite pirate of the New World, with a bounty of 1.032 billion berries on his head. Sanji possesses incredibly refined Armament Haki, and his control over Observation Haki is immaculate. However, Sanji can still take his skills to a level beyond.

In terms of Armament Haki, Sanji can develop internal destruction, and his Observation Haki can still go further and allow him to see the future itself. If Sanji possesses latent Conqueror’s Haki, then he needs to bring it to the surface.

2. Zoro

A User Of All Three Haki Types

The swordsman of the Straw Hat Pirates, Zoro also needs to work quite a bit on his Haki. While Zoro does possess all three types of Haki, there is still a lot of work that needs to be done by him. Zoro isn’t able to utilize his Conqueror’s Haki for long, which means that he isn’t utilizing this power to the best of his abilities.

Zoro needs to work on how to best make use of it to prolong the time that he can utilize it. At the same time, he can advance his Armament Haki to a level where he can use Internal Destruction. His Observation Haki is quite basic, and it certainly needs quite a lot of work.

The Emperor of the Sea, Blackbeard is an individual who can be considered to be one of the most powerful in the entire world. He has achieved all this with his incredible might and the use of two of the most powerful Devil Fruits in the world. Blackbeard also possesses Haki, however, fans have not seen him utilize any advanced techniques with it.

So far, what fans know is that he possesses basic usage of Haki, which has been taken to the utmost best. While Blackbeard might possess advanced Haki usage, for now, fans can only come to the conclusion that he needs to upgrade it to be the very best in the entire world.
