Tottenham took the lead in the sixth minute through Son Heung-Min but were pegged back moments later after the South Korean netted an unfortunate own-goal.
City went into the break 2-1 up through Phil Foden, but Lo Celso gave Spurs hope with a 69th minute equaliser for 2-2.
City thought they’d won it in the 81st minute when Jack Grealish netted.
But Dejan Kulusevski saved the day for Spurs when he headed in a 90th minute leveller to rescue a point.
However, City felt they were denied the chance to net a fourth when Simon Hooper called Grealish back after the Englishman had burst clear towards goal.

The referee had initially decided not to blow for a foul on Haaland before bizarrely changing his tune when City managed to create a golden opportunity.
The decision saw Haaland lose his cool, with the striker going beserk for the remaining minutes of the match.
And things spilled over as he barged his way off the field at the final whistle.

A furious Haaland was then involved in a spat with Spurs midfielder Giovani Lo Celso as he left the pitch before continuing his tirade by X by posting alongside an image of the incident.
While storming towards the dressing room, Haaland could be seen throwing his arms out in fury.
But Lo Celso, who had been subbed off earlier, moved towards the Norwegian before crashing into his shoulder.
Haaland continued walking but Lo Celso could not resist having a cheeky dig.
It saw Haaland spin on his heels before confronting the midfielder in a heated clash, with the striker reportedly telling him to “fu off.”
And even manager Pep Guardiola got involved as he attempted to diffuse the situation.
Haaland eventually relented and went back to the dressing room as Lo Celso continued to walk around the pitch.
Fans certainly enjoyed the action, with one saying: “Haaland throwing a fit there.”
